Peoria police provide update in alleged kidnapping of 2-year-old girl later found safe
Peoria police announced details after a 2-year-old who they say was kidnapped by her non-custodial parent on Saturday was found safe the next day. Peoria police have confirmed that a 2-year-old girl, Kirby Carr, was kidnapped by her non-custodial parent, Kevin Carr, and was found safe and unharmed the next day. Police believe that Kevin Carr had no parental rights over Kirby. The two were found about an hour east of Albuquerque, New Mexico, on the way to Amarillo, Texas. Kevin Carr was taken into custody without incident and Kirby was picked up in New Mexico by her mother. An AMBER Alert was not sent in this case, but it was able to collaborate with several agencies to track Kevin Carr effectively.

PEORIA, AZ (AZFamily) — Peoria police announced details after a 2-year-old who they say was kidnapped by her non-custodial parent on Saturday was found safe the next day.
Kirby Carr, 2, is safe and unharmed, and her father, 52-year-old Kevin Carr, is in custody.
Just after noon on Saturday, Peoria police went to a family problems call near Lake Pleasant Parkway and Speckled Gecko Drive, just north of Deer Valley Road. Officers arrived and learned that Kevin Carr was at the location for a supervised visit with his 2-year-old daughter Kirby when he took off with Kirby. Kevin had no parental rights over Kirby.
Police Police Chief Thomas Intrieri said Kevin Carr was found due to a very specific description of his vehicle and with work between several law enforcement agencies.
The two were found about an hour east of Albuquerque, New Mexico while on the way to Amarillo, Texas, police said. They were located around 1:30 p.m. on Sunday with help from local authorities.
Kevin Carr was taken into custody without incident. Kirby was unharmed and picked up in New Mexico by her mother.
Intrieri said it’s too early to tell a motive, and an investigation is ongoing.
An AMBER Alert was not sent in this case, but Intrieri did not say why. The following criteria must be met for an AMBER Alert to be issued, according to the U.S. Department of Justice.
• None There is reasonable belief by law enforcement that an abduction has occurred.
• None The law enforcement agency believes that the child is in imminent danger of serious bodily injury or death.
• None There is enough descriptive information about the victim and the abduction for law enforcement to issue an AMBER Alert to assist in the recovery of the child.
• None The abduction is of a child aged 17 years or younger.
• None The child’s name and other critical data elements, including the Child Abduction flag, have been entered into the National Crime Information Center (NCIC) system.
Kevin Carr was arrested for aggravated DUI last September while in possession of drugs and drug paraphernalia. Kirby was in his custody at the time.
“For me, driving a vehicle under the influence with a child creates an imminent threat,” Intrieri said.
Arizona DPS said the father and daughter were found as authorities were reviewing a second request for an AMBER Alert.
Intrieri said an AMBER Alert may have been effective, but they were able to collaborate with several agencies to track Kevin Carr effectively.
“I believe we had all of the elements within the color of the law for [an AMBER Alert] to be an effective tool,” he said. “But that also goes on to show you how creative and how resourceful we were by utilizing other resources from an investigative means and in partnership with the FBI, we were able to find them regardless.”
Kevin Carr is being held in New Mexico while awaiting extradition.
