A spokesperson for the city says Mueller passed away Wednesday morning, May 29.

He was 70 years old.

Mueller served as a Sierra Vista council member for 10 years before devoting another 12 years of service to the City as mayor. He served as mayor longer than any other person in Sierra Vista’s history.

A city spokesperson says Mueller championed the development of Sierra Vista as a regional center for commerce, medical services, higher education, tourism, and technology, and focused on the importance of water management and redeveloping the West End.

Mueller was a supporter of the military and worked closely with Fort Huachuca, the Governor’s office, and local organizations to support the fort, military families, and veterans, which earned him national recognition from the Association of Defense Communities in 2023.

Mueller’s relationship with Sierra Vista began in 1978 when he would visit his parents.

Mueller moved to Sierra Vista after he retired from the U.S. Army in 1995.

Before running for City Council, Mueller used to attend Planning & Zoning Commission meetings and served on the Citizens’ Advisory Commission, where he was encouraged by community leaders to run for elected office. Mueller served as an elected official for 22 years before stepping down as mayor on Dec. 31, 2022.

“Rick Mueller was a dedicated public servant whose leadership will have a lasting impact on the City,” Sierra Vista Mayor Clea McCaa says. “I’m grateful for all he’s done to make Sierra Vista the success it is, and for his guidance and wisdom during my transition to mayor.”

Mueller was also active in a variety of civic, service, and charitable organizations throughout Sierra Vista and the State of Arizona. He served as a member of the Executive Board for the League of Arizona Cities and Towns; Commissioner for the Arizona Military Affairs Commission; Board Member for Sierra Vista Economic Development Foundation; Member of the Community Advisory Council for Boy Scouts of America; Vice-Chairman of the Upper San Pedro Partnership; Ex-Officio Member of the Huachuca 50; Director at Large for the Sierra Vista Historical Society; Chairman of the SEAGO Executive Committee; President of the University South Foundation; President of the Sierra Vista Rotary Club, and President of the 1200 Club.
